How do I get to speak from Vista to text program?

I was just shopping online for Dragon Naturally Speaking software, and while reading a review, said the new version of course, much better than the speech recognition software which "comes with Vista "…… I felt very stupid for not knowing my Vista had this capability … I would at least try it .. Can someone tell me how to use / access it in Vista? It really exists in Somewhere, a speech to text program that can even use to open and close files, etc.. Included with the Vista operating system? Where and how please? Thank you.
