Is the quality of text to speech applications on phones to improve the Android operating system when it is upgraded to 2.1?

I now have Motorola CLIQ an android running 1.5. The quality of the text to speech voice to improve when the operating system is upgraded to 2.1? Also, what is the best text to speech application? I DO NOT need an application that reads your texts. I need a text to voice applications that speaks what you type on the phone, because I am non-verbal.

Yes, version 2.1 is much better, but I'm not sure of any good speech to text.
